VPN, Proxy and Tor Traffic: Assess Context Before Blocking
VPN, proxy, Tor and hosting-network labels describe aspects of a connection. They do not establish the user's intent. A policy that blocks every labeled address can exclude legitimate employees, researchers and privacy-conscious customers.
Understand what an IP lookup can tell you
An IP database can suggest an operator, location or network category. The lookup is a time-dependent observation, and addresses can be reassigned or shared. A missing flag is not a clean bill of health. The public IP checker and the tracked-click quality score are separate calculations and should not be compared as if they were the same measure.
Choose controls based on observed behavior
- For rapid repeated requests, investigate endpoints and apply appropriate rate limits.
- For form abuse, validate submissions and introduce a narrowly targeted challenge.
- For account misuse, review authentication and authorization controls.
- For an unfamiliar network without abusive behavior, observe rather than automatically deny access.
Use allowlists only for addresses or services you actually control and review them regularly. Broad country exclusions can hide a measurement problem while creating a conversion problem.
Worked example: office traffic flagged as a proxy
Suppose several legitimate leads share a corporate VPN endpoint. Blocking that address would remove all of them. Compare request timing, successful authentication and accepted lead records. If the interactions are normal, document the exception. If one endpoint is under attack, protect that endpoint instead of restricting the whole site. The example is a decision exercise, not a claim that a particular network is safe.
Verify the outcome of a policy change
Record the reason, scope, start time and rollback condition. Test access from a normal connection and the affected network when authorized. Compare valid form completion and error rates before and after the change. A falling traffic count alone is not evidence that only malicious visits were removed.
Use IP Checker to collect a signal. The Tor Project explains Tor's privacy purpose; its use alone is not evidence of fraud.
